In the realm of electric cars, the Spark EV comes off as quite a bargain. Performance is better than that of others near its price, driving range is competitive, and the level of standard equipment is generous. Plus, base prices put it at less than $20,000 after the $7,500 federal tax incentive. Too bad none of this matters to those outside California and Oregon—those are the only two states where Chevrolet is selling the Spark EV, at least for now.
